Over the past two years, as global supply chains have become increasingly volatile and complex due to the impact of U.S. tariff policies, the origin of imported and exported goods has emerged as a key issue and is now subject to stricter scrutiny than ever before. Beyond leveraging preferential treatment under Free Trade Agreements (“FTAs”) for imported goods, enterprises must now be particularly cautious when applying for Certificates of Origin, declaring and labelling goods as “Made in Vietnam”, etc. for exports, as well as during post-clearance audits, in order to avoid the risk of being deemed to have committed origin fraud.


In this context, to enhance transparency and consistency in the application of rules of origin and supporting enterprises in maximising the benefits of FTAs, at the end of 2025, the Customs Department of Vietnam issued the Operational Manual on Verification of Origin under FTAs, attached to Decision No. 2088/QD-CHQ dated 25 December 2025 – an important reference document for both enterprises and customs officials.
